Go to Shenzhen, pay somebody $$$ and you will have your driver license ;-)
As for practicing to drive in the USA, see above. If you can drive in Shenzhen I am sure you can drive anywhere in the USA including NYC.

假 如 持 有 香 港 以 外 地 方 簽 發 的 國 際 駕 駛 許 可 證 ，從 外 地 到 港 人 士 ， 如 果 是 遊 客 而 又 合 乎 法 例 的 年 齡 限 制 駕 駛 私 家 車 、 輕 型 貨 車、 電 單 車 和 機 動 三 輪 車 的 人 士 ﹐ 須 年 滿 十 八 歲 或 以 上 ， 駕 駛 其 他 車 輛 類 別 須 年 滿 二十 一 歲 或 以 上 ， 便 可 持 有 香 港 以 外 地 方 簽 發 的 有 效 國 際 駕 駛 許 可 證 ， 在 他 最 近 來 到香 港 入 境 之 日 後 的 12個 月 內 ， 在 香 港 駕 駛 該 許 可 證 所 授 權 他 駕 駛 的 車 輛 類 別 。
